Single Family Attached (SFA) Subdistrict



In May 2022, the land developer (Catellus Corp) obtained approval from Commerce City regarding the creation and platting of Turnberry Subdivison Filing No 8 - which is comprised of 96 SFA homes and 70 single family detatched homes. In May 2022, Catellus sold all 166 home lots to KB Homes.

Services Provided by the District 


Per the Turnberry Filing No 8 Plat Map, the District owns and is responsible for maintaining the alleyways servicing the 96 SFA homes. The District is also responsible for maintaining the landscaping surrounding the exterior of each SFA house and removing the snow off of the sidewalks running in front of each SFA house.

NOTE: The drip systems watering the landscaping surrounding each SFA house pulls water from each SFA's water meter. Thus, the cost of watering the landscaping surrounding each SFA house is funded by each SFA homeowner when he/she pays his/her monthly water bill to South Adams County Water & Sanitation District.

Service Fees Assessed on SFA Homes


To cover the cost of providing these services that are specific to the SFA homes, the District charges a monthly service fee of $100 on each SFA house. SFA homeowners can click HERE to log into the District's website and review the monthly District service charges to their property account and submit payments to the District on their property accounts. 

 

Creation of the SFA Subdistrict


On November 05, 2024, the District's voters passed a ballot issue approving the creation of the SFA Subdistrict - which encompasses the 96 SFA houses. (See subdistrict map to the right.)  The purpose of the subdistrict formation was to allow the District to fund its services from a property tax mill levied annually only on the 96 SFA houses. 

Funding District services to the SFA houses via a property tax mill rather than a monthly fee allowed the District to reduce the cost of providing such services to the SFA homeowners. Specifically, funding services from property taxes rather than fees allowed the District to (1) receive a subsidy from the State of Colorado in the form of Specific Ownership tax revenue and (2) reduce the cost of collection services incurred by the District to receive revenue (taxes are generally less costly to collect than fee assessments).

Beginning January 01, 2026, the SFA Subdistrict will levy an annual property tax on the 96 SFA houses to fund District services, which property tax will replace the District's $100/monthly service fee.

One of the services provided by the District to the 96 SFA homes is snow plow services. The District provides this service through its landscape contractor. 

The District's policy is to plow snow off of the sidewalks and alleyways (marked in BLUE on the map to the right) after every snow storm where the snowfall is 3 inches or greater

The District will plow the snow off of the sidewalk leading up to the first step to the front porch of each SFA house. 

The District will plow the alleyways but will NOT plow the snow within 2 feet of each garage door. 

Snow plow services will occur no later than 24 hours after the end of the snow storm event.
